The 2019 encounter of the rape accused investigation concluded and the Justice VS Sirpurkar-led judicial panel submitted its report on the extrajudicial killing of the four accused.

The matter was under investigation since 2019, which revealed that three of the four dead suspects, who were killed in an encounter, even before judicial trials were minors.

As per the report of the Commission, Jolla Shiva, Jolla Naveen, and Chintakunta Chennakeshavulu were minors, and the fourth, Mohammed Arif, was 26 years old.  The commission further said the police who encountered the suspects were known of the fact that three of the four accused were minors.  The report said, the police also visited the school that Jolla Shiva and Chennakleshavulu studied in and found their ages, both 15  years old.  The commission said, “It becomes clear the police, from the physical appearance of at least two of the deceased, did have doubts about their age,” the Commission said, adding that two policemen went to a school to check the school register a few days after the rape and murder incident on November 27, 2019.  Yet, the entire investigation record is silent over this.  The only logical inference is that the facts on juvenility have been deliberately suppressed.”

As per the Juvenile Justice Act, the arrest of the minors, keeping them in judicial custody instead of juvenile custody, and then shooting them was illegal.  

Notably, on the 6th of December 2019, the Hyderabad Police team led by the then Commissioner Mr. V.C. Sajjanar, shot the four accused claiming that they were trying to flee and attack the police.  The incident happened when they were taken to the crime spot, to recreate the crime for the investigation.

In 2019 November end, a 22-year-old veterinarian was brutally gang-raped and was later burnt alive on the outskirts of Hyderabad, which created a ruckus in the city, demanding justice for the victim.

The accused allegedly kidnapped the victim, who was given the name Disha and took her to an isolated area, raped and killed her.

The case was registered and gained people’s attention as Disha Rape Case 2019, demanding justice for the girl.

However, due to the encounter of the accused, the case never witnessed a judicial trial, but an investigation was launched against the police team, which conducted the encounter.
