On the 30th of September, Mr. Pinarayi Vijayan, the Chief Minister of Kerala, refused to implement the Citizenship Amendment Act (CAA) in Kerala.

Addressing a virtual public meeting on the evening of the 30th of September, the Kerala Chief Minister clarified the Government’s stance on the CAA issue.

Mr. P. Vijayan said, “This is the left Government’s stand which we have made clear from the beginning.” He said, “Belonging to one religion is not a criterion for citizenship here; people have a right to believe in any religion or live without believing in any religion.”

Criticising the Central Government, led by the Bharatiya Janata Party (BJP) and said, “Central Government has brought in the Citizenship Amendment Act which can distinguish people on the basis of a particular religion and affect even their citizenship.” He said, “The left front has always taken a clear and strong stand in such issues. We clearly said that we are not ready to implement the citizenship act. Many made fun of us and asked how can a state not implement a rule passed by the centre but the stand we took then, are taking now and will take tomorrow is that the Citizenship Amendment Act will not be implemented here.”

Previously, Kerala, Punjab and Rajasthan also passed a resolution against the CAA. The Act provides citizenship to refugees residing in India since or before the 31st of December, 2014. Christian, Jain, Buddhist, Hindu, Sikh and Parsi refugees from Bangladesh, Afghanistan and Pakistan would be granted the citizenship of India.

In 2020, the residents of India protested against the Central Government’s Act. However, due to the outbreak of the Wuhan virus also known as the Novel Coronavirus (COVID-19) the protests were halted.
