Highlights of Telangana Budget 2021-2022, Telangana FM Announces Outlay Of Rs. 2.30 Lakh Crores

T. Harish Rao, the Finance Minister of Telangana, proposed an outlay of Rs. 2.30 lakh crores for Telangana in Budget 2021-2022.  This is the highest outlay proposed by a state in India. 

On the 18th of March, during the ongoing Telangana Assembly Budget session, Mr. Harish Rao presented the budget.  In the State Budget, the Finance Ministry announced Rs. 6,743 revenue surplus budget for 2021-2022.

The announced budget is a 63% jump over the revised estimates of Rs. 1.46 lakh crore for 2020-2021.

The Telangana Rashtra Samithi (TRS) considered welfare schemes, growth and development of Telangana to be priority in the 2021-2022 budget.  

Highlights of Budget 2021-2022:

  • The revenue expenditure is estimated at over Rs 1.69 lakh crores, the capital expenditure to be Rs. 29,046.77 crores.
  •  The fiscal deficit has been placed at Rs. 45,509.60 crores.
  •  The primary sector comprising agriculture and allied sectors registered 17.70 % growth in 2020-2021. 
  • The secondary and service sectors recorded a negative growth of 5.2 % and 1.9 % respectively. 
  • Compared to the negative growth of 3.8 per cent growth in GDP (Gross Domestic Product) of the country due to the adverse impact of the pandemic, the State recorded a positive growth of 1.3 per cent in GSDP (Gross State Domestic Product.)

Allocation of budget to different sectors: 

Self Help Groups (SHGs) in Telangana were given Rs. 3,000 crores interest free loans in 2021-2022.  Mr. Harish Rao said, “These groups are promoting greater awareness about thrift among women. There are 4,29,262 SHGs in the State with a total membership of 46,65,443 women. All these women are saving money and getting interest-free loans from banks, and they are repaying the loans regularly.”

An amount of Rs. 610 crores is allocated for the construction of new Secretariat in Telangana. 

For the construction of Police Command Control Centre in Hyderabad, Mr. Rao proposed Rs.725 crores from the budget. 

For the repairs of roads affected by floods and for regular maintenance, an amount of Rs. 800 crores is proposed for Road and Building roads. The amount proposed for Panchayat Raj roads is Rs. 300 crores. 

An amount of Rs. 400 crores has been given for 21 new roads over bridges (ROBs) and roads under bridges (RUBs) to understand administrative sanction. 

An amount of Rs.8,788 crores is proposed in the Budget for Roads and Building department.

The Telangana Government allocated Rs. 1,276 crores for the forest department.  Mr. Harish Rao said, “Since 2015, restoration of forests in 9.65 lakhs acres has been done.  In the coming years, it is targeted to restore 10.5 lakh acres of forest land. Under the Haritha Haram programme conducted in four phases so far, 211 crore saplings have been planted from 2015 onwards.  As per the Forest Survey of India, a Central Government institute, the greenery has increased by 3.67% since the formation of Telangana.  An amount of Rs.1,276 crore is proposed in Budget Estimates 2021-22 for the Forest Department.”

An amount of Rs. 720 crores was given to temples and temple staff in Telangana. 

An amount of Rs. 726 crores for the Tourism and Cultural Sector in Telangana. 

An amount of Rs. 2,363 crores provided for the Civil Supplies Department. 

An amount of Rs. 3,000 crores allocated for Road Transport Corporation in Telangana. 

An amount of Rs. 750 crores for land acquisition required for Regional Ring Road. 

An amount of Rs. 100 crores for the development of the civil aviation sector in Telangana. 

An amount of Rs. 360 crores for Information Technology (IT) Sector. 

An amount of Rs. 11,046 crores for power sector in Telangana. 

An amount of Rs. 2,500 crores has been proposed for industrial incentives.

An amount of Rs. 3,077 crores has been proposed for the Industrial sector.

An amount of Rs.1,200 crores has been proposed under Rythu Bhima (farmers insurance) scheme in 2021-22 in the budget. 

The Telangana Government introduced a new scheme named the CM Dalit Empowerment Programme with an allocation of Rs.1,000 crores. 

These benefits will accrue to the Scheduled Castes following the introduction of this new programme. 

Rs. 15,030 crore for municipal administration and urban development department

An amount of Rs. 6,295 crores for Health and Family Welfare Department. 

An amount of Rs. 250 crores for Warangal municipal corporation. 

An amount of Rs. 150 crores for Khammam municipal corporation. 

Education Department:

The proposed allocation for the new education scheme is Rs. 4,000 crores in the 2021-2022 budget.  In the next two years the government will provide basic facilities in all the government schools on a large scale. 

The Government also decided to provide buildings necessary for schools, take up repairs to buildings and to provide the necessary furniture, toilets and other facilities. Modern technology will be used to put classrooms on digital platforms. 

The provision proposed for this important education scheme is Rs. 2,000 crores. An amount of Rs.11,735 crores is proposed in Budget Estimate 2021-2022 for School Education.  An amount of Rs. 1,873 crores is proposed for Higher Education.

Harish Rao gives details of money spent during pandemic due to Novel Coronavirus:

A sum of Rs. 1,178.28 crores was spent for isolation centres, medicines, beds, food and other necessities. 

An amount of Rs.1,500 was provided as assistance to each family having a ration card for two months.  This amount was transferred directly into their accounts.  The Government spent Rs. 2,455 crores for this purpose. 

As many as 6.47 lakh migrant workers were given Rs. 500 each along with 5 kg of rice.  The amount spent for this is Rs.107 crores. 

Arrangements were made to transport 2,01,213 migrant workers to their native places in 151 special trains. An amount of Rs.17 crores was spent by the State Government for the transportation of migrant labourers. 

The Government provided an incentive of Rs. 235.36 crores to the police, doctors and sanitation workers who were in the forefront of fighting COVID-19.. 

The Government provided financial assistance to journalists affected by the Novel Coronavirus 

An amount of Rs.25 crores was provided to advocates during COVID-19 time.
