Odisha no-confidence motion rejected. Speaker Surama Padhy dismissed the Congress plea against the BJP government. She said the motion lapsed due to repeated disruptions and adjournments in the House.
The Congress filed the motion last week. They accused Chief Minister Mohan Charan Majhi’s government of failing the people. But the motion could not be taken up. The Speaker said it had “timed out” because the House was not in order.

Why the clash grew louder
The row did not stop there. BJD legislators stormed the well, accusing the BJP of weakening local democracy. Their anger came from a Cabinet move. Block Development Officers and engineers can now approve bills up to ₹20 lakh without elected chairpersons’ consent. BJD called this “officers’ raj.”
Parties react sharply
Congress leaders condemned the Speaker’s decision. They said the move was undemocratic and staged a protest in the Assembly complex. The BJP countered. Its Chief Whip Saroj Pradhan said the Speaker acted within rules.
The BJD also hit back. They promised a larger agitation, demanding that elected representatives must not be sidelined.

This decision may deepen rifts in the Assembly. It raises questions about opposition space in the House. It also sharpens the fight over who controls funds at the grassroots—officers or elected bodies.
