CM KCR speaks about loopholes in Fee Reimbursements

Telangana CM K. Chandra Sekhar Rao spoke about fee reimbursement in the assembly today. He said that the policy that was implemented by the previous ruling government, Congress, on fee reimbursement is still in effect without changes. He said that “the issue that should be addressed is when a student of a different state, says that they are staying here and claim fee reimbursement and get it granted, will it be the same for our students (Telangana) that are studying in those state(s).”

When the Telangana state formed, there have been a huge number of Andhra Pradesh students studying here. Those who studied in Telangana state for seven years can claim nativity in the Telangana state, but those who are here for a shorter time cannot claim fee reimbursement. For aiding these students the Telangana state government introduced a scheme of the fast nativity.

K.C.R., also spoke about private organizations in Telangana that have been established by Andhra natives, and those who have tried to exploit this policy of fee reimbursement have been under the scanner. The CM also said that fee reimbursement can only be done when an educational year ends and the students maintain 75% of attendance. And also as the funds are released in the second half of the year it is not possible to pay the claims immediately and will be paid by March 31st as the government receives funds only then.

In 2010-11 the demand of fee reimbursement was 1602 crores and arrears were 739 crores, making a total of 2341 crores but the then government released 1064 crores according to the data released by the CM. The CM also slammed the Congress Government that those who are blaming the Government for not paying fee reimbursements have previously not fulfilled the margins. He also said that after Telangana State Government took over they fulfilled the policy up to 90% which is better than the Congress Government.

The CM released data showing the thousands of crores that have gone missing through this scheme while in Congress Government and said that the Centre for Good Governance has all the details of transactions with them stating the facts.
