On the 22nd of September, the National Disaster Management Authority (NDMA,) recommended an ex gratia for families who lost their kin due to the Wuhan virus (COVID-19.)
On Wednesday, the Central Government informed the Supreme Court (SC) about the recommendation of the NDMA. As per NDMA, a compensation of Rs. 50,000 should be given to the kin of those who died of COVID-19.
The Government of India (GoI) also informed that the ex gratia would also be given to the kin of those who died during the involvement in relief operation of COVID-19 and preparing to deal with the patients, infected with the virus. The statement was issued after the Top Court demanded detailed information regarding the guidelines of the ex gratia assistance for the COVID-19 victims.
On the 30th of June, during a hearing, the Apex Court directed the Central Government to prepare a guideline for the compensation assistance to families whose kin died of COVID-19. Later, on the 11th of September, the Top Court expressed disappointment and asked the Central Government to form guidelines of the COVID-19 ex gratia soon and adjourned the case to the 22nd of September.
During yesterday’s hearing, the Central Government submitted the affidavit and details of the NDMA guidelines. The submitted guidelines of the NDMA read, “The authority recommends an amount of Rs. 50,000 per deceased person including those involved in relief operations or associated in preparedness activities, subject to cause of death being certified as COVID-19.” It further read, “The ex-gratia assistance to families affected by COVID-19 deaths will continue to be provided for deaths that may occur in the future phases of the COVID-19 pandemic as well or until further notification.”
However, as per the Union Ministry of Health and Family Welfare (MoHFW) guidelines, the ex gratia assistance would be given to people whose cause of death has been certified as COVID-19.
How to avail ex gratia assistance of COVID-19?
To avail The ex gratia assistance, the concerned families need to submit their claims through a form issued by the State Authority.
In addition, they need to attach specified documents including the death certificate that certifies the cause of death to be COVID-19.
A committee comprising, Additional District Collector, Chief Medical Officer of Health, principal of Head of Department of a Medical College (if existing in the district) and a subject expert would propose remedial measures, including issuance of amended official documents for COVID-19 death after verifying facts.
After verification, the family would get the financial assistance as per the NDMA guidelines.
