The Yuvajana Sramika Rythu Congress Party (YSRCP) led Andhra Pradesh Government revised the guidelines of the YSR Jala Kala Scheme. 

The scheme benefits farmers of the State as under the scheme borewells would be dug free of cost for farmers, which they can use to irrigate lands.

Under the scheme, nearly 5 lakh acre lands would be cultivated through underground water.

However, on the 14th of December, as per the direction of Y.S. Jagan Mohan Reddy, the Chief Minister of A.P., the YSRCP Government revised eligibility guidelines.

Gopala Krishna Dwivedi, the Chief Secretary of the Panchayati Raj Rural Developement, on the late evening of the 14th of December, issued orders to this effect.

According to the amended provision, if a member of a family is granted a free bore in the scheme, another member of the family will be disqualified from applying for the scheme. The distance between two borewells should be 200 metres. In addition, only one member of a family could apply, unlike previously when different family members of a family applied for 2-3 free borewells.

Below are some detailed amendments made in the YSR Jala Kala Scheme in Andhra Pradesh.

● Government employees, retired employees are not eligible for this scheme.

● Farmers applying for free borewell under this scheme should have at least two and a half acres of land. Otherwise you can apply as a group with the other farmers nearby.

● In order to drill another borewell there, another hydrogeological survey has to be done.

● The second borewell will have to be excavated under the supervision of Mandal Parishad Development Officer (MPDO) and DWMA (District Water Management Authority.)

● A new provision has also been brought in which the quality control department must inspect at least 10 % of the free borewell laid under the YSR Jalakala scheme in the State.

The scheme which was one of the promises of the YSRCP Manifesto of Assembly elections, was launched on the 28th of September 2020.

The drilling of the free borewell started on the 10th of November with a cost of Rs. 2,340 crores for four years.

The YSRCP Government aims to complete the drilling of borewell for the estimated land by 2024.
